
Dedicated to enterprises
In the last days of the year, Prime Minister Nguyen Xuan Phuc chaired a conference with thousands of enterprises to listen to comments and suggestions as well as create opportunities for enterprises to express difficulties and problems in the business environment.
This event is welcomed by the business community and is the most practical example of the close demandof Government leaders and agenciesfor supporting enterprises. Lookingback on a year of business support,the business community is evaluating excitement both in quantity and quality.Even many enterprises commented that the authorities had changed the mindset from "forced" to voluntarily helping andfrom the thinking of "disturbing is main" to serve enterprises.
Manyuseful programs have supported enterprises such as: building preferential credit packages, reducing the cost of rentingspaces, reducing taxes, organizing consulting, dialoguesessions and trade promotion.
Especially, in the Government's policies,in order to realize the Law on Supporting Small and Medium Enterprises,many decrees on incentives for enterprises have been issued. Typically, Decree 13/2019/ND-CP on science and technology enterprises,included many preferential policies, such as exemption and reduction of corporate income tax; exemption and reduction of land rents and water surface rents; as well as credit incentives.
In addition, the Government also issued a series of decisions and resolutions on supporting and promoting enterprises in each field of activity. Support activities in 2019 have been implemented by agencies and localities in a practical way, in accordance with the motto "speaking with doing".
It can be mentioned that supporting enterprises to convert to electronic invoices, the Government's Decree stipulates that the compulsory time foruse of electronic invoices is from November 1, 2020.But from 2019, Tax unitshave implemented many activities to support enterprises in this work. Many Tax Sub-Departments in localities have directed units to guide, propagate and disseminate information for enterprises about e-invoices, including dozens of training courses for enterprises on this issue.
Business support also comes from the initiative of applying information technology. In the field of Customs,since June 2019, Mong Cai Border Gate Customs Sub-Department (Quang Ninh Customs Department) has launched the Customs-Enterprises Partner Management System (CERM) software.This solution is being applied for the first time in the Customs sector,allowing online reception to assess the quality of service provided by Customs,thereby helping the Customs office to improve the quality of public services.The system also allows therecording of the entire process of supporting,interacting, solving difficulties and problems of each enterprise with the Customs office such assending email, SMS and direct feedback.Therefore, enterprises canreflectdifficulties, are supported directly from the Customs office "anytime, anywhere",which is suitable for the development of information technology today.

Do not "wait"
In fact, it is not easyto take full advantage of the benefits from policies and support activities, so, small and medium-sized enterprises in Vietnam are still fighting on "coracles" to go out to sea. This raisesconcerns about the Government's goal of establishing1 million enterprises by 2020,because this means thatthe country must have 150,000 newly established enterprises every yearand must really "live healthy".
When sharing the State's support with the small and medium-sized business community, a representative of the business community in Long Bien District, Hanoi, said that enterprises received support, especially from the results of the reform of administrative procedures,cutting business conditions.However, this person expressed his disagreement whenthere was still the thought of leadership on the discrimination between small and large enterprises.Because a few years ago, an international organization "asked" to develop a support project for small and medium enterprises in the district,but when applying for a license,some agencies cause difficulties, delayingthe project, international organizations were "discouraged" and withdrew.From that incident, he exclaimed thatit was easy for large enterprises to apply for support,from asking for land, applying for capital, giving interest incentives,but small and medium-sized enterprises must be "considered", or not getthe right attention.
The issueabove is not uncommon, because an expert took for example, in banking activities, a bank that grants 1,000 billion VND in credit to a large enterprise only takes one time and effort. But if this 1,000 billion VND is granted to 100 small and medium-sized enterprises, the bank will lose 100 times of time and effort, and the problem is much clearer.

Especially, the connection and information transmission between support units and enterprises that need support are weak. An enterprise asked to remain anonymous said that many civil servants had a habit of "waiting",putting information about support policies on the portal, then waiting for enterprises to ask for support.While enterprises have fears aboutbureaucracy,fears about “informal fees”, so they areafraid of working. Thus, due to the inertiaand the dynamics of the authorities, the support does not reach the enterprises, which is wasteful.Along with the above problem, according to the experts' assessment, many projects on supporting enterprises of the local authorities have not been issued,mainlyassigned tasks to departments, agencies and branches, only a few localities stipulated specific content of supportandarranged the budget.
From these difficulties, PhD. Mac Quoc Anh, Vice President and General Secretary of Hanoi Association of Small and Medium Enterprises, said that support should be implemented more specifically,so authorities should coordinate with some commercial banks to expand the scope of service provision, or build a model of connection betweenthe business registration agencies and supporting service providers related to the process of start-ups. At the same idea, many experts also emphasized simplifying procedures, cutting business conditions, actively implementing electronic transactions to not only bring supporting policies to enterprises but also create motivation for enterprises develop into “big boats” to go out to sea.
